Are my photos uploaded?

No. Decoding and re-encoding all happen via Canvas in your browser. No server, no log. Open the Network tab during use, not a byte leaves your device.

Which format should I pick?

WebP: smallest at comparable quality, works in every modern browser. PNG: larger, but preserves transparency and is lossless. JPG: universal, even in old apps, but no transparency and slight quality loss on re-encode.

Why no AVIF?

AVIF isn't consistently supported yet (Firefox and older Safari have gaps). Once browser support is solid it'll be added. For now: WebP does the same job.

What happens to a PNG's transparency when I convert to JPG?

JPG can't store transparency. The background gets filled white. Want to keep transparency? Pick WebP or PNG as the target format.
